The preliminary environmental report has been prepared to support an application to the Minister for Planning (Section 75M of the EP&A Act) to authorise a concept plan.

The preliminary environmental assessment identifies key issues associated with the proposal and outlines a standardised and consistent methodology for evaluating potential impacts associated with the proposal during construction and operation. This report is intended to guide and define the assessment process at concept plan stage.
